From my annual blood workup, TSH came back at 7.0. Tested again two weeks later, it was 0.96. Is this a normal change?

In brief: You need a 3rd test
This is possible if you started taking thyroid hormone replacement medication after the first test.
If not then in all liklihood there was a lab error with one of the tests. Thyroid levels change very slowly in general and if you don't have symptoms then you probably have normal thyroid function. You need to repeat the test to determine which result is valid.
