In brief: Sork bites

Many babies have rashes that are more noticeable after birth.
One of them is called "stork bites". They are red flat oddly shaped marks that can be in the nape of the neck, on the lids and sometimes on the nose. These are quite harmless. There can also be "strawberry hemangiomas" that tend to appear after borth and do tend to grow. Depending where they are, they may give a bit of trouble.

You don't say if it is a raised bump or like a bunch of blood vessels.
It could be a blocked tear duct or a hemangioma. Both are minor things. They generally require little treatment. Warm compress and gentle massage to express blockage if tear duct, and if its a hemangioma, it may get bigger, but these go away by 1 year of age generally. On rare occasion they require treatment.
