In brief: May be not
It may be as simple as piles/hemorrhoids, but blood in stool is always serious; even piles can cause severe anemia.
Please see a doctor to determine the cause of bleeding.

In brief: Need to be checked
There are other explanations of blood drops in the toilet- and most common cause is hemmorhoidal bleeding.
However, off course- cancer has to be ruled out everytime somebody has a rectal bleeding. Early stage of cancer usually will not give you significant symptoms/problems. Talk to your doctor and get it checked. Colonoscopy likely need to be done.
