In brief: Pearly penile papule

Children, both male and female can have build up of epithelial cells, oil and debris under the foreskin in male or between labia in females is smegma.
between labia in females. Cleanse area daily with a washcloth and very mild soap to remove debris. Avoid pulling back foreskin forcefully. Slow gentle retraction of foreskin daily in infants will allow full retraction by about 2-3 yrs.
