In brief: Both true. Change it

Longstanding depression can cause fatigue.
Ongoing fatigue can make one feel depressed. Avoid all milk protein, grains, lentils. Consume plenty of flesh foods, eggs, avocados, vegetables, olive/coconut oil, butter. Get 30 -45 min of sunshine at noon daily or take vitamin D3 10,000 IU/day, and a good probiotic (not yogurt based). You should notice a significant improvement in 1 month

In brief: Both

Fatigue could be a symptom of depression.
Depression on the other hand could result from the feelings of helplessness associated with chronic fatigue as in chronic fatigue syndrome.
