In brief: Yes

The upper back muscle spasms can sometimes very quickly radiate around the chest to the front causing a "vise-like" compression sensation with shortness of breath or inability to take a deep breathe .
.. Usually self-limited in duration lasting several minutes.

In brief: Yes

The chest muscles help support the upper back and spine as well.
It is not unusual to have muscle spasms radiate around to the front of the chest with upper back spasms. In addition if there is nerve root compression you may have pain radiating around to the chest or abdomen.
