In brief: Too soon

It's too soon to determine the need for a c section at 33 weeks.
Your baby could still change its position over the next 5-6 weeks. If your baby remains transverse or becomes breech late in pregnancy, you will need a c section. However, it is simply too early to tell right now. Discuss this with your obgyn. Good luck!
