Contractures of the digits are the most likely cause. Wearing wider, deeper shoes help as well as open toed shoes. However to reduce the formation of corns, aggressive stretching of the tendons to the toes will help reduce the contractures and therefore the formation of corns. Supportive inserts may help to reduce contractures also.
