It depends on what you mean.
If you truly mean no surgery then it is almost by definition cheaper. However, the hidden costs of observation are in the amount of lost productivity due to being unable to work or go to school, the costs of er visits to treat pain, nausea, and vomiting, and the costs of the medications which help facilitate passage and control pain.
