In brief: Whenever needed
Newborns should be fed from the breast "only", but bottles can be used whenever needed.
Sometimes, a baby has low blood sugar on day 1, or mom hasn't enough milk on day 3, so the newborn must drink from a bottle. After the first 2 weeks, newborns should be very good breastfeeders, and should be able to drink from a bottle off and on without losing any breastfeeding skills or interest.

In brief: When you can't nurse
When you are no longer able to provide all liquid nourishment by nursing then you will need to introduce bottles.
