In brief: More info, please
I would like to answer your question, but I am uncertain what you mean by "popped".
Lipomas are benign tumors usually found just below the skin, anywhere on the body. In general, these are removed if they cause discomfort or are growing. Surgical removal can often be done under local anesthesia in an office setting. It is often easy to make a scar smaller than the lump, and "pop" it out.

In brief: Like acne?
Lipomas can be popped out of a surgical opening or incision in the skin, usually followed by stitches.
I'd recommend local anesthetic beforehand.
