Partial hysterectomy may mean different things to different people, but if the body of the uterus is removed, you cannot get pregnant.
Partial hysterectomy usually means supracervical hysterectomy with the body of the uterus removed and the cervix left behind. Or some people incorrectly use the term to mean removing the uterus but leaving the ovaries behind. Pregnancy won't happen either way.

As long as you have ovaries that produce an egg and sperm have a way to get to the egg then pregnancy is possible.
This however is extremely rare because usually the sperm have no way of getting to the egg. The rare circumstance where this occurs usually involve the falopian tube somehow becoming trapped in the top of the vagina during the hysterectomy thus providing a passage way for the sperm.
