For a 101.7 fever, should you cool the patient or bundle her up to keep her warm?

In brief: No set rule.

If this is an infant, call your pediatrician.
It's harder for adults/elderly patients to mount a high temperature, so they should be checked if the fever persists. Make sure the patient stays hydrated!

For a temperature of 101.7,you really do not have to cool or warm the psatient.having said that keeping warm is not an option for any temperature, keep at a comfortable temp unless the temperature is abve 102.5 when keeping cool may help along with antipyretics like tylenol or motrin which will bring the temp down. But you have to find out the cause of fever and if bacterial needantibiotics
