What can help for achy arms and legs at night, and what can be the cause of it. I have tried motrin and it doesn't work. Any suggestions?

Muscle pains = myalgias (typically large muscles of back and upper legs).

In brief: Try taking potassium
First it dependent if you have peripheral vascular disease, meaning poor circulation, and if you are a smoker , i suggest highly that you stop smoking.
And if your kidney function is normal then try taking electrolyte, like potassium, mmagnesium and calcium. Eat foods high in these electrolyte and even then it does not help try wearing support hose which see if any of these suggestion, help.
