In brief: Usually an adept

Hand examining the scrotum is the beginning, but you are likely referring to Alpha -feto-protein (embryonal and yolk sac tumors) and HCG (human chorionic gonadotropin) choriocarcinoma, germinoma, and teratoma.
Seminoma may not produce either, and never afp. These occur in all ages, but especially young men teens and twenties.

In brief: Tumor markers

There are two tumor markers for testicular cancer, beta HCG and Alpha fetoprotein.
One or both of these are elevated in the majority of testicular cancers. However these are not general screening tests. All men should do monthly testicular self-examinations.

In brief: No single test

There are multiple types of testicular cancer and no single blood test can diagnose the various types.
Positive tests for beta HCG and Alpha feto-protein indicate two types of testicular cancers.
