In brief: Not possible!
There are just far too many out there to know all of them! however, we are very familiar with ingredients that have been studied and shown to be effective.
Here is a run down on over the counters with medical evidence supporting use for aging/sun damaged skin: sunscreen - #1!, retinol - #2, honorable mention: topical glycolic acid, lactic acid, alpha-hydroxy acids, vitamin c, and vitamin e.

In brief: Usually No
Some dermatology practices do offer private label or special skin care products.
Usually those with an aesthetician will stock otc cosmetic products in the form of makeup, etc. Skin products such as those for acne, skin health, etc. Are often recommended by derm practices.

In brief: Cosmetic expertise
Dermatologists are well versed regarding otc cosmetics .
It is a good idea to bring your cosmetic products to your dermatologist to discuss what products are best for your particular needs.

In brief: Yes and no
While i did learn a lot about things people put on their skin if a dermatologist wants to become more of an expert it takes a lot of independent study and interest.
And there is always something new to learn about.

In brief: Proprietary
The problem is that "cosmeceuticals" are not subject to the same regulatory scrutiny as prescription medications therefore it is very difficult to verify or substantiate the claims made by otc products and the data on the proprietary ingredients may not be available for review.

In brief: Yes!
Knowledge of all things applied to skin is necessary for expert consultation.
Cosmetics and otc drugs are both regulated by the fda with the exception of completely natural botanical products. Many ingredients commonly used in cosmetic formulations can cause sensitivity reactions such as rashes, redness, itching, etc that may be common symptoms with a disease process.
