Had unprotected sex. Partner said they were clean but got cold symptoms and sore throat the day after. Taking sudafed. Signs of std?

Not necessarily but. There can be also be silent std's. A person is likely to be more successful in obtaining sex from another if they say they are "clean" how many people would consent to sex if the other person said "oh, by the way, I have a combination of gonorrhea & chlamydia."? I would encourage you to get std testing & to use protection consistently. Take care.
STDs. There is absolutely no std that would be symptomatic that soon after exposure. And, there is no std that presents with a cold and sore throat. I use these questions to remind sexually active adults that they should know the twelve common stds, how to prevent, or vaccinate for them and what they are like so that you know when to go for testing.

I recently developed a canker sore I do get them every so often. I also have a sore throat I've recently had unprotected sex with a male. I'm worried about HIV. I had the RNA test 9 day post-exp and it was negative. Could this still be signs of HIV?

Not necessarily. Canker sores do tend to happen with reduced immunity and it can be a common part of any other viral infection as well. HIV testing needs to be repeated at 3 months as it has a window period before it can be considered a true negative test. It is ideal if you get throat and mouth swabs to rule out other possibilities such as gonorrhoea and herpes . Read more...
Probably not HIV. You cannot assume you have HIV just because you have some symptoms that go long with it. The same symptoms occur in many other conditions, mostly minor, and the vast majority of people with symptoms like yours don't have HIV. And your negative RNA test is over 95% conclusive. Have a 4th generation (Ag/Ab) test at 4 weeks to be even more confident. You can expect another negative result. Read more...
