Yes, this is not an uncommon operation for men these days.
Some men develop them after using too many steroids or from being overweight or for hormonal reasons. Sometimes just fat needs to be suctioned out; other times actual breast tissue is removed through incisions around the nipple and sometimes skin needs to be tightened. The latter two leave some scars and can cause permanent numbness.

I have found that gynecomastia is often best treated with  partial excision of the prominent glandular tissue  as well as liposuction surgery of the peripheral chest area.  if the prominence of the chest wall is caused by adipose tissue, then liposculpture surgery alone may suffice.
