While the technical answer is yes, it's more complicated: mvp encompasses a broad range of severity from trivial/normal variant to very severe.
Commonly there is some degree of regurgitation, often mild. The rare, severe forms of mvp can suddenly rupture a chordae (a supporting structure of the valve) and suddenly develop severe regurgitation with symptoms. This can happen anytime.
