In brief: No

Personally would not recommend it.
A/ will likely hurt. B/ all kind of bacteria, infectious risks. Wait until its healed.

In brief: Bacteria risk

There a number of pathological microorganisms that live in ordinary seawater. I have been constantly amazed by the vast array of microscopic life in a single drop of ocean water. In fact a single drop can harbor over 1 million bacteria.
It is best to allow your wound to heal completely to prevent an infection.

In brief: Infection 2>3 degree

An infection can make a second degree burn become a third degree burn.
Not to mention the sun exposure is not a good idea either.

In brief: No

If you have any open wounds or blisters, wait until they heal before swimming in the ocean.
Also make sure you cover burns with clothes and sunblock once you are healed enough to be out in the beach.
