The question is not whether they can, but rather should they.
I would highly recommend having your cosmetic surgery performed by board-certified plastic surgeon. The technical expertise in performing surgery and ability to manage complications is what physicians are trained for. Typically nonphysicians have little more than a weekend course in procedures such as injectables.

Liposuction is surgery, and only someone possessing an physician/surgeons license is legally allowed to perform surgery. In addition , the setting for liposuction should be appropriate for the procedure. Choose a board certified plastic surgeon.

You will likely find,  while doing your due diligence,  that there are many different “specialties” who will offer their services to you;   i strongly recommend you concentrate on surgeons certified by the american board of plastic surgery.   ask to see lots of examples of their work and speak to previous patients from that practice.

If this laser treatment involves inserting an instrument underneath the skin, then it would be not allowed.
These rules are different from state to state, and there might be a state somewhere that might allow this practice but i doubt it.

.. There are a lot of non-invasive fat reduction procedures such as zerona, venus freeze, coolsculpting, etc... These can be performed by personnel other than physicians, but their results are limited.
