In brief: Expander

No. As the palate expands bone fills in.
The rate is half a millimeter per day. Good luck.

In brief: Yes

There is always some relapse.
It is now recommended that the patient will wear a retainer at night forever to prevent any relapse.

It is true that orthodontic treatment does have some relapse of the teeth requiring a retainer, however once the bone forms at the midline suture (the expander works by separating the midline suture) it will not relapse.
