In brief: Yes

After you heal completely from your cataract surgery, you can have any other surgery.
Be sure to get the clearance from your original cataract surgeon.

In brief: Yes safe for Lids!

Most modern cataract surgeries heal quickly with eyes drops to be taken for 4 to 6 weeks.
If your vision is stable and the eyes are comfortable , it is safe to have the eyelids ( uppers and/ or lowers ) evaluated. Typically 3 months post op cataract surgery is an appropriate time to wait before lids or other non emergent surgeries around the eye.
