Well, appropriate physical therapy may help strengthen your joints, especially useful after surgeries etc.
..Once your learn the techniques, you may do them at home yourself. If you have connective tissues disease such as ehlers danlos syndrome, this will be very hard and may require special training/braces etc... You should find out why your shoulders are loose first... Good luck.

Generally nonoperative mangement is advised such as therapy with emphasis on strengthening the shoulder gridle muscles. However, if symptoms becomes unbearable/painful or if you had history of injury resulting in shoulder being loose then surgery may be advised.
