In brief: Sounds like eczema.
Eczema (atopic dermatitis) is in the same family of conditions as allergies and asthma.
It can't be cured but usually can be controlled. It's best managed by using a sensitive skin cleanser, avoiding bathing in very hot water, and using a sensitive skin lotion at least 3 times daily, even when the rash isn't there. If doing this doesn't help enough, she should see her doctor.

In brief: Possibilities
It could be insect bites.
If she has been sunbathing it could be polymorphous light eruption aka sun poisoning. It could be chickenpox, shingles, molloscum contagiosum, or pityriasis rosea. It could be a superficial fungal infection. It could be eczema, hives, or contact dermatitis. In other words, it could be lots of things. Please urge her to see her doctor or a dermatologist for answers.
