In brief: Rescue!

The key to surviving drowning (unless the water is very cold) is rapid revival prior to brain injury.
Depending on the individual, this is two to five minutes after the patient stops breathing. If there is a cardiac arrest associated with the drowning, the prognosis is grim.

In brief: Resuscitation

If you mean what you say, this is the only treatment for drowning and it is only going to work if you do it within the first couple of minutes.
Go to the american red cross site and you can read about cpr. Better yet, take a course, especially if you live near water.
