In brief: No plan I know of
Congenital heart disease (chd) is a sporadic event occuring in ~1% of births.
It is frequently seen in chromasome disorders. Having one or more parents with a defect increases risk but not always for the same defects.Having a 1st child with chd increases risk for a 2nd.A healthy lifestyle prior to and during pregnancy is the best anyone can do.Even then, ~4% of nbns will have an issue to deal with.

In brief: No Prevention
Congenital heart disease is a defect that occurs in the fetus during pregnancy.
There is a percentage of these defects caused by drugs, alcohol or certain types of infection such ass rubella or german measles. These can be minimized thru care and avoidance. The majority of these defects are by unknown causes which of course we can not avoid.

There is no real way.
Congenital heart disease is due to genetic mutations. Some congenital heart disease can be treated in utero. Maintaining a good nutrition during pregnancy and avoiding teratogenic drugs are some of the ways.
