In brief: Not able to know
We do not know who is most likely to develop a myeloproliferative disorder. It is, however, a disease that increases in incidence with age.

In brief: Myeloproliferative
No particular/specific risk factor that we know that we can use to identify who is going to have myelopreliferative disorders.
A familial type of myeloproliferative disorder does exist however- and this will give you a risk to develop the same problem.
