In brief: No
Kidney stones will produce pain, bilateral feet swelling can be a number of problems including congestive heart fair, vascular insufficiency, chronic renal failure, etc.
But chronic swelling needs to be examined and worked up further by your doc which will include lab testing. Hope this helps!

In brief: May or may not
There are several reasons for feet swelling.
It may be poor kidney functions, heart problem, high blood pressure or damaged or weak veins in your legs. It is hard to say exactly what is causing your feet to swell without having a complete history and examination. You should discuss with your physician to evaluate the underlying problem and if kidney stones are effecting kidney function.
