A bulging disk in the neck will affect the nerves going to your arms and hands potentially causing pain, numbness, tingling and weakness.
If the disc bulge is pushing on your spinal cord, it can cause arm/ hand and leg weakness and coordination problems. Small disc bulges may not affect the nerves or the spinal cord and usually are just associated with the normal aging of the neck.
