My daughter scratches her butt, lower back, and around her waste constantly. I noticed she has tiny healing sores and scabs. Is it just dry skin?

The sores and scabs can be from the scratching.
She can be scratching because of dryness, eczema, insect bites, or contact dermatitis. Since you seem to describe area of body covered by underwear, i would wonder if she's reacting to fabric, elastic, diaper/ training pants (in a toddler) fabric detergent, or personal care products.
