In brief: Lactation consultant

You should be able to find a local lactation consultant online to assist you.
Breastfeeding is hard work. Finding support can be key to success.

In brief: Pregnant or not?

The question is not very clear. Is the lactation problem post-partum and involves breast feeding? Initially there is colostrum and the full milk supply does not come in for several days warm compresses and a breast pump could help.
If you are not pregnant and secreting from your nipples, a serum prolactin level and mammogram might be in order.
