It may be what we call a lingual frenum or frenulum but without seeing a photo of it or you in person there is no way to be sure. Generally there is one, but there may be some normal variation. If that is what it is, it is normal anatomy and nothing to be concerned about.

In brief: Lingual frenum

The piece of tissue attaching the tongue to the floor of the mouth is called a lingual frenum. In order to tell if you have a high lingual frenum, u must measure how wide u can open and then measure how wide u can open with your tongue on the highest part of the roof of your mouth.
If that ratio is less than 60%, then a lingual frenectomy is indicated.
