I eat healthy food like fish and vegetables along with water and fruits and exercise but i still don't gain weight... Is it cause of my metabolism?

Yes. Metabolism always plays a part.
Make sure to see your doc and have basic bloodwork done to also make sure that kidney/liver/thyroid, etc is working well. As long as there is no contraindication you could also try to add whey protein to your diet, you could also try to avoid gluten for a while to see if that allows you to absorb your nutrients better. Congrats on trying to eat healthy!

You may need more protein and a coach/trainer to work with you on a bodybuilding program, if that is your goal.
Muscle weighs more than fat, and will bulk you up if that's what you need. Between a coach/trainer, a nutritionist, and your own committed efforts, you should be able to develop a plan that gets you where you want to go.
