This can be a yes & no.
Some see this behavior in babies with a poor latch during breast feeding. There are various personalities described for bf babies that include the "gourmet" that plays with the feed initially before settling, i guess that is preferred over the barracuda.In any case i would consult with your physician or lactation specalist if this is causing problems.

We are all different, even babies.
Some like to eat a lot all at once, and others like to eat a little bit at a time, but more frequently. As long as your little one is staying well hydrated, i.e. Having wet diapers every few hours, and at least one bowel movement per day, your baby is probably taking in enough milk. A gradual weight gain is also reassuring.
