In brief: With difficulty

Cauterized ducts have the inside burnt so they scar shut to help you with dry eyes.
If you are now having tear overflow, then consideration of surgical opening is a possibility. Check with an oculoplastic surgeon about stent insertion to allow a new passageway to form.

If you are have tearing issues, this is not likely the problem. See an ophthalmologist to evaluate your eyes.

In brief: Yes

Yes they can but that is more tricky. It requires surgery.

In brief: With surgery

Once the tear ducts have been cauterized (burnt shut), they can only be opened up surgically.
