In brief: Nail off

First be sure there is no exposed tissue , because you will have a raging infection if you use that stuff on open skin.
Frankly the otc fungus topicals are worthless

In brief: Nail fungus

There are some prescription medicaitons such as a nail polish which contains prescription strength antifungal that can be used topically.
Just be patient as it can take 9 months or more for the nail to regrow.

In brief: With the nail off

The medication applied should be more effective assuming your diagnosis is correct.
Not sure what the phone has to do in the question.
