No health insurance is tough, but a visit to a primary care doc could rule out a few things that might be interfering.
As already stated, look through suggestions here from reproductive endocrinologists. Your regular doc (try a clinic or other low/free-cost site) can check for low thyroid, overall nutrition, etc. It's a start. What about your partner? He needs an eval as well.
