Hormones are usually involved in nipple discharge outside of lactation.
The key hormone may be prolactin, but certain drugs, nipple stimulation and a host of other factors may contribute. The results of the blood tests are important to see also...

In brief: CNS
This could be normal maturation or it could indicate a neuroendocrine problem. Very important to note that certain medications can cause this as a side effect.
Also marijuana can change breast tissue in males. Next step would be sophisticated blood tests looking for prolactin elevations, hormone levels, and MRI to look at the pituitary gland. Time to check back with your doctor, or get a referral.
