It is never normal to have pus at site of a vaccination even bcg (not used in america).
See your doctor asap. Baby may have developed abscess or pyomyositis from contaminated needle. A little swelling can bee see, but pus is a no no.

Living in China were BCG is routinely done, it is not uncommon to have an abscess at the site of injection. This should never be seen with any other injection as Dr. Omrani says. BCG is a live bacteria that is injected so an abscess at the site in not unusual and not serious. It does leave a scar.
