In brief: Short term-

Short term add an oral antihistamine such as Diphenhydramine (benadryl) or Hydroxyzine (atatrax) to deal with the itching immediately.
But long term if he is having that much symptoms despite the topical treatments doctor has given, it's time to see a dermatologist to determine a stronger course of action and possibly an allergist to find out what the little guy is allergic to!
