Single, small, white wart on top of tongue. Surgeon wants to knock me out to remove it. I really want something more simple. Options? Laser? Freezing?

Location. Of the wart (lesion) and the potential for discomfort and bleeding are factors surgeons consider carefully before recommending one form of anesthesia over another. Being "knocked out" may simply be a matter of receiving intravenous sedation so that applying local anesthesia and control of minor bleeding proceed smoothly and without anxiety for one's patient. It's ok to ask for clarification!
Local anesthesia. If it is a small "wart" you may have local anesthesia ( a shot of lidocaine), maybe some nitrous oxide, that should do it.
