In brief: The cause
Urge incontinence is leakage related to an urgency to empty prior to your being able and ready to empty.
It can be caused by infections, bladder irritation, diet, medications, etc. Stress incontinence is leaking related to mobility of the neck of the bladder with increasing pressure on that support area "stress". Leaking with cough and sneeze or jumping on a trampoline. Common in women.

In brief: When and why it occurs
Urge incontinence occurs when you experience an uncontrollable urge to urinate and are unable to make it to the bathroom in time.
Stress incontinence occurs when you have a sudden increase in intra abdominal pressure (like caused by a cough, sneeze, or laugh) that overcomes the weakened continence mechanism. Urge losses can be large volume (peeing your pants) while stress losses are usually small

In brief: Different problems.
Stress incontinence is leaking urine caused by some activity like coughing, laughing or sneezing.
Many other activities can also cause leaking. Urge incontinence is leaking that is caused by bladder spasms. The bladder is a muscular organ. Spasms or overactivity of the bladder muscle can result in a strong urge to empty your bladder. Leaking during an episode like this is called urge incontinence.
