It can be a sign of a urinary tract infection.
However it can also be due to irritation of the urinary tube (urethra) due to soaps, chemicals, etc... The easiest test is a urinalysis with culture at a doctors office or er.

if you have chronic painful urination and no evidence of infection, you may have chronic interstitial cystitis...this is not dangerous but relative difficult to treat... So, have a thorough work-up if this is you
