In brief: Yes, for some women.
According to http://www.
Sun-wellness.Com "dr. D.Anderson completed a study using light therapy for pms. The results were reported in the journal of obstetrics and gynecology. Women with PMS used light therapy every day (11-29 minutes each day) for up to four menstrual cycles" and their symptoms reduced by up to 76%." more studies are needed to verify this before it is considered scientific reality.

Your question was answered in 2005 by a group of doctorates and physicians catherine krasnik, phd and others.
They reviewed evidence from randomized clinical trials of bright light therapy for treatment of premenstrual dysphoric disorder. Only four trials studying a total of 55 participants met inclusion criteria to answer the question. They found they could not reject nor could they recommend it.
