In brief: The average age for
waving "bye" back to someone who waved to him is 10 months.
At that age a baby should mimic "Pat-a-Cake & "Peek-a-Boo", raise his arms to be picked up (6-9 mos.) & turn consistently to his name. (8-9 mos.) These are signs of reciprocal social communication & reciprocal social interaction. If absent, seek an assessment by your state's Early Intervention Program for Autistic Spectrum Disorder.

...But keep in mind that individual babies vary widely in reaching their milestones.
The fact that a year-old baby has not started waving "bye" yet says nothing about his or her intelligence, coordination, or anything else.

In brief: 9-12 Months
Most infants will have an increase in curiousity of their world as they approach 1 year in age.
In the 9-12 month range, they will often begin waving as they copy others as if to say goodbye. However, it is important to keep in mind that children can vary somewhat in the timing of their milestones.
