If someone is repeatedly driving while under the influence, i would first contact police authorities to see what can be done to stop this behavior immediately.
Regarding alcoholism, get a primary care doc involved. He/she can help in several ways: referral to support groups like aa, ordering meds like campral, assessing nutritional status/liver function/etc, managing withdrawal, etc.
