The snoring could be normal, but may also be a sign of obstructive sleep apnea.
Does she have prolonged pauses in her breathing (15-20 sec) where she is making an effort to breathe, and then followed by a gasping or deep breath? If so, that would more concerning for sleep apnea and should be brought to her doctor's attention for further evaluation.

Some infants do this transiently with a URI or irritant exposure like smoke or fumes.
If it is persistent, the degree should be assessed. Sleep pauses of >20sec? Lots of day naps when other kids are playing ? If so, you need to discuss this with the kids doc. The tonsil and adenoidal mass will increase over several years and worsen the snoring. Doing a t&a can decrease the problem if needed.
