The circumvalate placenta is less important (and frequently misdiagnosed by ultrasound) than the placenta previa.
With placenta previa, the placenta covers the inside cervical opening. Depending on how heavy the bleed, sometimes an emergency cesarean is required. If the previa does not go away on its own, the pregnancy should not continue past 36-37 weeks.
