What's the white, stringy stuff that comes out of the small bumps on the skin of my face and arms? Are they dead skin cells that clogged my pores?

In brief: Maybe so...

Sometimes it is a mixture of dead skin cells, sometimes it is sebum (creamy oil from the sebaceous glands in the skin), and sometimes it is both things.
Vigorously trying to get the stuff out can lead to "inflammation" of the skin glands and skin pores, which then leads to rashes and pimples.
